From the storm clouds above us, tentacles unfurled, reaching toward us. They would have been invisible against the blackened sky if not for the myriad brilliant colors dancing along them each time electricity arced between their tips. One-by-one the tentacles plucked people from the ground, their faces in frozen in pain screamed.

Lightning Vampires live in the atmosphere of many worlds and are capable of riding on the winds between stars. They find any planet with frequent electrical storms and abundant life hospitable. Though capable of moving on their own, they prefer to be lazily pushed along by cold fronts, hiding in the clouds. They are most active during violent thunderstorms. When lightning vampires find suitable prey, they descend from the sky and snatch the prey in their tentacles, which the creatures can extend several hundred feet. The monster then returns to clouds, draining their prey of their bioelectricity. When remains of victims are found, they have wounds consistent with a fall from a great height and a lightning strike.
The creatures are intelligent and appear to have something resembling a language. However, it consists of electrical arcs between tentacles and shifting variations of colors across their skin. It is impossible for humans to decipher.
Lightning Vampires dance at the court of KrHogyok on Xectoss in Messier 16. Sources vary on whether KrHogyok is the mother of the lightning vampires or if it is just a particularly large and ancient member of the species.

Shock: the lightning vampire hits the opponent with tentacles, sending a powerful electrical jolt through their body. The victim suffers 1D6 + damage bonus in Hit Points and must make a successful Hard CON roll or be stunned for 1D4 rounds.
